Add PDFs to start

Drop PDFs or images here, or choose them. Merge, split, reorder, rotate, edit, sign, convert or compress — as many steps as you like, with undo — and download one checked file.

PDFs up to 300 MB each, 5,000 pages in all; JPG, PNG and other images become pages. Password-protected PDFs ask for their password.

Your files are read and written in this browser. They are not uploaded to ToolsDev or anyone else.

About this tool

What it does

Organise PDF Pages shows every page of a PDF as a picture so you can put them in the order you want. Drag pages to move them, or select them and use the move buttons or Alt and the arrow keys. Duplicate pages, add blank pages, insert pages from another PDF exactly where you want them, or reverse the order of a scanned stack. Every change can be undone, and the result downloads as one PDF that is checked page by page first.

How to use it
  1. Choose a PDF, or drop it on the page.
  2. Select a page by clicking it. Ctrl or ⌘-click adds more pages, and Shift-click selects a run.
  3. Drag the selected pages to their new place, or use To start, Earlier, Later, To end, or type the page number they should move to.
  4. Use Duplicate, Blank page, Pages from a PDF or Reverse order in the panel. New pages go after the last selected page.
  5. Press Download PDF when the order is right.
Limits and your data
  • A blank page takes the size of the page before it, as that page is shown, or A4 when there is none.
  • Files up to 300 MB each, 1 GB and 5,000 pages in all. A password-protected PDF asks for its password when added.
  • Pages are copied as they are, which keeps their quality, but what belongs to the whole document rather than to a page is not carried over: bookmarks, the document outline, file attachments and accessibility tags. Links between pages may stop working. The title of the first file is kept.
  • Fillable form fields keep their appearance but may no longer be fillable, and any digital signature in the original is no longer valid in the new file — a signature covers the exact file that was signed.
  • Your PDFs are read and written in this browser tab. They are not uploaded to ToolsDev or anyone else, and nothing is saved: closing the tab ends the session, so download what you want to keep (the page asks before you leave with work not downloaded). The page downloads its own code, and pdf.js's fonts and image decoders when a page needs them, from toolsdev.in — none of those requests carries your document.

Questions

How do I move pages with the keyboard?

Move between pages with the arrow keys, select with Space (or Shift and an arrow for a run), then press Alt+← or Alt+→ to move the selection one place. Press ? for the full list of keys.

How do I insert pages from another PDF in the middle?

Select the page they should follow, then choose Pages from a PDF and pick the file. You can also drop a PDF from your computer between two pages in the grid.

Why reverse the order?

Scanners that feed from the top often produce the last page first. Reverse order fixes the whole document, or only the pages you select, in one step.

Can I undo a change?

Yes. Every move, copy, insert or delete is one step in the History list; Ctrl+Z undoes it and Ctrl+Shift+Z brings it back. History lasts while the tab is open.

Does reordering change page numbers printed on the pages?

No. Numbers that are part of a page's content stay as they were; only the order of the pages changes.
