Add PDFs to start

Drop PDFs or images here, or choose them. Merge, split, reorder, rotate, edit, sign, convert or compress — as many steps as you like, with undo — and download one checked file.

PDFs up to 300 MB each, 5,000 pages in all; JPG, PNG and other images become pages. Password-protected PDFs ask for their password.

Your files are read and written in this browser. They are not uploaded to ToolsDev or anyone else.

About this tool

What it does

Merge PDF combines several PDF files into one. Add the files, put them in the order you want, and download a single PDF with all their pages. Because this is the full PDF workspace, you can also fix the pages before you merge: drop a cover page, turn a scanned page the right way up, move one page from the second file to the front, or add a blank page between sections. The pages are copied as they are, so text stays selectable and images keep their quality.

How to use it
  1. Choose two or more PDFs, or drop them on the page. They are added in the order you chose them.
  2. In the Merge panel, move whole files up or down. To move single pages instead, drag them in the page grid.
  3. If you have moved pages between files, the panel offers to group the pages by file again.
  4. Remove a file with its × button; undo brings it back.
  5. Press Download merged PDF, check the summary and download the file.
Limits and your data
  • The merged file is as large as the pages in it: merging does not compress anything. A merged file of scanned pages can be large.
  • Files up to 300 MB each, 1 GB and 5,000 pages in all. A password-protected PDF asks for its password when added.
  • Pages are copied as they are, which keeps their quality, but what belongs to the whole document rather than to a page is not carried over: bookmarks, the document outline, file attachments and accessibility tags. Links between pages may stop working. The title of the first file is kept.
  • Fillable form fields keep their appearance but may no longer be fillable, and any digital signature in the original is no longer valid in the new file — a signature covers the exact file that was signed.
  • Your PDFs are read and written in this browser tab. They are not uploaded to ToolsDev or anyone else, and nothing is saved: closing the tab ends the session, so download what you want to keep (the page asks before you leave with work not downloaded). The page downloads its own code, and pdf.js's fonts and image decoders when a page needs them, from toolsdev.in — none of those requests carries your document.

Questions

How many PDFs can I merge?

As many as fit within 1 GB and 5,000 pages in total, with each file up to 300 MB. How fast it is depends on your device: a few hundred ordinary pages take a few seconds.

Can I merge only some pages of a file?

Yes. Delete the pages you do not want from the grid before you download, or select the pages you want and use Extract. Either way the original files are untouched.

What order are the files merged in?

The order of the pages in the grid, which starts as the order you added the files. The Merge panel lists the files in that order and moves them as a whole.

Is this the same as printing to PDF?

No. Printing redraws every page and can lose selectable text, links and image quality. Merging here copies each page's own content into the new file unchanged.

Does merging work on a phone?

Yes. On a small screen the tools sit above the pages and the options below them; to move pages without dragging, select them and use Earlier, Later, To start or To end.
