About this tool
What it does
Create Fillable PDF Form turns a PDF — a printed form you scanned, an application form made in Word, a blank you were sent — into a form people can fill on screen. Put a field over each blank: a text field for a line, a text box for several lines such as an address, a checkbox for a tick, a dropdown or radio buttons for one choice of several, or a signature box where a reader offers to sign. Drag each where it belongs, resize it to fit the blank, give it a name, and mark it required if it must be filled. The fields are real PDF form fields, the kind Acrobat makes: anyone can fill them in a browser, in Acrobat or Adobe Reader, or on a phone, and save or print the answers. Before the file is offered it is opened again, and every field is checked to be there, of its kind, on its page.
How to use it
- Choose the PDF, or drop it on the page. The first page opens large; Page Up and Page Down move between pages.
- Press the kind of field you want. It appears in the middle of the page, selected; a new radio button goes under the last one, in its group.
- Drag it over its blank and drag its corner square to fit. Type its name; for a dropdown, type the choices, one a line.
- Add the rest, page by page. Duplicate makes a copy of the selected field; Delete removes it; Ctrl+Z undoes.
- Press Download PDF. The form is made, checked field by field, and offered.
Limits and your data
- Field names and dropdown choices are written in Helvetica, so they take Latin letters, digits and common punctuation; answers typed in other scripts depend on the reader filling the form.
- No date pickers or calculations: a date is typed into a text field. A signature box is for a digital signature made in a reader that signs, such as Acrobat; to put a drawn signature on the page, use Sign PDF.
- Fields the file already had keep their look but may stop being fillable when its pages are copied into the new file; Fill PDF Form fills such a file as it is.
- Two fields with the same name would share one answer, so the second becomes "Name (2)". A dot in a name becomes an underscore.
- Files up to 300 MB each. Bookmarks and attachments of the original are not carried over.
- Your PDF is read and written in this browser tab. It is not uploaded to ToolsDev or anyone else, and nothing is saved: closing the tab ends the session, so download what you want to keep. The page downloads its own code, and pdf.js's fonts and decoders when a page is drawn, from toolsdev.in; none of those requests carries your document.
Questions
Will the form work in Adobe Reader?
Yes. The fields are standard AcroForm fields with their look drawn in, so Reader, Acrobat, Chrome, Firefox, Edge and phone readers show and fill them, and save the answers in the file.
Can people print the form and fill it by hand?
Yes. Each field prints as a light box with a grey border, so a printed copy still shows where to write. Fields placed over a form's own lines blend in with them.
How do I make a field required?
Select it and tick Required. Readers that check forms, such as Acrobat, ask for it before the form is submitted or flag it as missing.
Can I fill the form here too?
Yes: download it, then open it in Fill PDF Form, which fills its fields and can flatten the answers into the pages.
